ETC Video scrubber

The ETC doesn’t officially support video playback. @distropolis mentioned trying out the moviepy module:

There is no native support for video, but I’ve been toying with adding that module as well. You would need to figure out how to add the moviepy module to Python build as well.

We haven’t tried the moviepy module however and can’t speak to its capabilities.
