Adding a forum profile picture

Hello,

I want to add a profile picture to my forum account. However, the uploader keeps getting stuck on 0%. I’ve tried to upload a picture multiple times, and it never gets past 0%, even after sitting there for minutes.

Is there a permission level that I need? Does the image format matter? Does file size matter?
